Silver and gold miner Hecla mining (HL) is starting to show signs of basing after it's long Stage 4 decline, but it's still very early in the process and so I'd give it a rating of Stage 4B- currently, with chance of becoming a Stage 1A soon if it continues to improve, as it's technical attributes have only just moved off of a zero to a score of 1 out of 9 this week, as the 10 week MA turned up.
